At first, start off by opening a nice profile pic you want to use. I chose one from Megan Fox.

The first thing you should do is bring the picture to a nice image size. The larger dimension should be about 800px, so for example 450x800 pixels.

Now, desaturate the picture.
Image -> Desaturate

There comes the final step.
Filter -> Stylize -> Gloom

Try to find the right settings to get a nice finish.

And here we go, the final result:
